(Memphis 7/1/2009) After an investigation by the Memphis Police Department, Lt. Colonel L. Jamison has been demoted to Major and Major R. Cunningham has been demoted to Lieutenant.

Both received a 20 day suspension.

Police Director Larry Godwin says Memphis City Council Member Wanda Halbert did nothing wrong, but his officers did.

It happened at 919 Highland last month.

"It's apparent there was poor judgement, either bad decisions or no decision." says Godwin.

Twenty-five year old Kelvin Burrus and his girlfriend Denae Clark were arguing.

When police arrived, Burrus, who is the son of city council member Wanda Halbert, reportedly resisted arrest.

Officers planned to take him to jail. But two supervisors, Lt. Colonel L. Jamison and Major R. Cunningham showed up, called Wanda Halbert and then ordered the charges changed to disorderly conduct and drug possession.

Burris wasn't arrested.

"The officers had the individuals under arrest for resisting arrest and they ordered to change the charge. The officers did not want to change the charge." says Godwin.

Godwin says calling Wanda Halbert was not a violation or special treatment, but a courtesy.

Burrus and Clark also denied they received special treatment when we talked to them last month.

But Godwin says changing the charges did cross the line.

"You got to have supervision, you got to have leadership." he says.
