( Memphis 9/1/2009) Memphis City Council members say they have a lot of questions that need answers before approvoing a plan to set up a metro government committee.

The committee would set the guidlelines for setting city and county governments. Memphis Mayor Pro Tem Myron Lowery, a supporter of the plan, says Memphis is losing population, losing money and runs the risk of being left in the dust by other cities because of the dual form of government.

But City Councilman Bill Morrison, who says he does like the idea of consolidation, says he has a lot of questions. Unless this plan is crystal clear, according to Morrison, it could result in another defeat for consolidation and the chance it will never be brought up again.

There have been two previous votes on consolidation, the last in 1971. Both times, the issue failed. City Council members will take up the issue in two weeks.
