(Memphis 8/31/2010) 57-year-old Clarence Mumford, a Memphis City Schools counselor, is charged with going over the line.
According to a police affidavit, Mumford met a female student August 8th away from school to give her GED papers.
The girl says as she sat in his car, he put his hand in her private area and began fondling her.
She went to police, telling them it wasn't the first encounter.
The girl said Mumford has previously asked if he could pay her for oral sex.
Police arrested him Saturday.
No one answered at his Whitehaven home.
Rosie Wilson lives down the street.
"I thought he was a nice person. This is him, it's sure him," says Wilson as she looked at the police photo of Mumford.
"That's terrible. I got young kids, got four girls," she says.
But, Mumford has been arrested before, for DUI, forgery and Reckless Driving.
The mother of the girl in this case claims Mumford told her if he could date her daughter, he would buy clothes for other siblings.
"He should be a leader, you know. Help the kids and be a good leader instead of trying to touch em and stuff. These days you never know what may happen to a teacher stuff round here these days," says Wilson.
Memphis City School officials says Clarence Mumford has been suspended without pay pending the legal process.
He faces sexual battery and solicitation of a minor charges and is out of jail on $50,000 bond.
