(MEMPHIS 7/02/2010) -- Mayor A C Wharton released a scathing report Friday, listing the findings of an internal investigation into the City of Memphis General Services Division.
The report recommended "a reorganization of the General Services Division, evaluation of all managerial personnel and a complete audit of the division."
The Report's Summary and Recommendations:
"Although nepotism and favoritism has not been addressed during the summation of the investigation, it was obvious when interviewing witnesses. The practice of favoring and promoting relatives and friends is widely practiced in the division. There is a close knit group of employees that was aware of Around Town Tires' violations; however, they failed to report the violations. They have been rewarded and promoted because of their relationships with the previous management. Many of these individuals are either unqualified or underqualified for the position they presently hold. These underqualified and unqualified Civil Service employees hold key management positions within the division; therefore, a reorganization of the department is necessary. The knowledge, skills and abilities of the managers need to be evaluated; ultimately, resulting in demotion, retirements or terminations. When addressing these issues regarding the Civil Service positions, the City must follow the established civil service standards of evaluating and documenting conduct and competencies."
Mayor Wharton has tapped Former CAO Rick Masson to clean up the troubled department. The mayor hopes to have changes in place within six months.
