LITTLE ROCK, Ark. (AP) — Arkansas lawmakers have cast their final votes on a $4.5 billion spending plan for the coming year and a bill setting lottery-funded scholarship amounts.

Those are the last orders of business in the state's first-ever fiscal session.

Gov. Mike Beebe's proposed Revenue Stabilization Act — which sets spending priorities based on expected revenues — would restore most of the $206 million in budget cuts the state has made in the past year.

The Senate approved the bill 35-0 Thursday morning, while the House voted 96-3.

The lottery measure would fund $5,000 scholarships to four-year schools and $2,500 scholarships to two-year schools with the games' revenue. Arkansas began selling lottery tickets in late September.
